Gobernanza comunitaria de sistemas de agua potable rural en un contexto altamente privatizado:reflexiones a partir de caso de estudio en La Araucanía, Chile

Abstract

This article looks into community governance of rural drinking water systems in Araucania, southern Chile. Through various social research techniques, including semistructured interviews, participant observation, and social network analysis, we obtained results that point to social capital and the patrimonialisation of the resource as the main mechanisms generating community cooperation that facilitates the subsistence of the system. In a context of high privatization, the study identifies the alienation of water rights and some group characteristics, such as the lack of socio-technical skills, as the main factors that hinder the survival of the system. El artículo examina la gobernanza comunitaria de sistemas de agua potable rural en La Araucanía, en el sur de Chile. Mediante diversas técnicas de investigación social entre las que se incluyen entrevistas semiestructuradas, observación participante y el análisis de redes sociales, se obtuvieron resultados que señalan el capital social y la patrimonialización del recurso como principales mecanismos generadores de cooperación comunitaria que facilita la subsistencia del sistema. En un contexto de alta privatización, el estudio identifica la enajenación de los derechos del agua y algunas características de grupo, como la carencia de habilidades sociotécnicas, como principales factores que obstaculizan la pervivencia del sistema
